Meeting under the Cyprus Council Presidency on 26 February 2026, EU Health Ministers endorsed a roadmap to make electronic health records and vaccination certificates readable across borders by 2028—an objective that will simplify duty-of-care planning for multinationals sending staff around Europe. A communiqué released by the Cypriot Government’s European-Affairs portal highlights three practical steps: harmonised QR standards, a common wallet app and alignment with the forthcoming European Health Data Space legislation.

In parallel, private-sector facilitators are gearing up to bridge the remaining paperwork gaps. VisaHQ, for instance, already assists travellers to and from Cyprus in securing visas, residency permits and related documentation; its dedicated Cyprus page (https://www.visahq.com/cyprus/) integrates visa requirements with the latest vaccination and insurance guidance, making it a natural complement to the EU’s envisioned health-data wallet.

Although the gathering centred on clinical-excellence benchmarks, ministers acknowledged that the COVID-19 pandemic exposed fractures in cross-border health verification, hampering both tourism and time-sensitive business travel. Cyprus, whose economy depends heavily on international conferences and expatriate executives, argued that a seamless health-data passport is as critical to mobility as biometric border gates. The plan dovetails with the EU Digital Identity Wallet pilots already running in Cyprus’s finance and mobility ministries. Once operational, a traveller flying from Frankfurt to Larnaca could share a single, GDPR-compliant QR code that proves vaccination status, emergency-contact information and insurance coverage—data points that many global HR policies require before approving travel. For assignees on long-term postings, interoperable records would allow local doctors in Cyprus to access prescriptions issued in home countries, reducing insurance claims and time off work. Insurance brokers told *Cyprus Mail* that corporate medical premiums could fall by 3-5 % once duplicate tests and consultations are eliminated. Next steps include a technical-standards meeting in April and a legislative proposal during the Belgian Presidency in the second half of 2026. Cyprus pledged to keep the file high on the agenda, seeing it as a flagship deliverable that showcases its Presidency’s relevance to everyday EU citizens and the business community alike.
