The Council of the EU and the European Parliament agreed on 25 February 2026 to a joint procedure for choosing the host city of the forthcoming European Customs Authority (EUCA), a cornerstone of the EU’s customs-union overhaul.

Nine member states submitted bids before the November deadline, with Helsinki confirmed as Finland’s candidate. Under the procedure endorsed on Monday, the European Commission will score the bids against objective criteria—logistics, accessibility, talent pool, cost and geographic balance—before forwarding the assessment to both legislators.

The Council and Parliament will then each shortlist two cities independently. If the same city appears on both lists, it wins outright; otherwise, a run-off vote will be held on 25 March.

Helsinki’s bid highlights Finland’s reputation for digital governance, proximity to growing Northern-European logistics corridors and experience hosting EU agencies (the European Chemicals Agency has been in the city since 2007).
