Council approves broad EU–Switzerland agreements updating free movement and transport rules
Meeting in Brussels on 24 February 2026, EU ministers gave the green light for the signature of a comprehensive package of ten agreements with Switzerland – the biggest overhaul of bilateral relations since the 1999 Bilateral I accords. Of special interest to global-mobility professionals is the protocol amending the Agreement on the Free Movement of Persons and the parallel updates to the air- and land-transport agreements.

Under the revised deal, Swiss work-authorisation quotas for EU nationals will be scrapped in favour of a joint labour-market safeguard clause that can only be triggered in severe emergencies. This ends years of uncertainty for Belgian multinationals that rotate staff through Swiss subsidiaries, removing the need for last-minute quota checks each January. Transport changes are equally far-reaching. The updated air-transport protocol extends EU safety, slot-allocation and emissions rules to Swiss carriers, while the land-transport protocol raises maximum axle weights for cross-border lorries from 40 t to 44 t. Belgian logistics firms expect savings of up to 12 % on trans-Alpine shipping costs once the heavier loads are permitted. The Council’s decision authorises the Commission to sign the texts in March, after which the European Parliament will be asked for its consent. If Bern completes its own ratification by year-end, the mobility provisions could enter into force on 1 January 2027 – conveniently ahead of the full roll-out of the EU Entry/Exit System. For companies running expatriate programmes, the message is clear: start aligning Swiss assignment policies with standard EU postings. Swiss cantonal notification requirements will remain, but quota-related lead times should disappear, making intra-company transfers far more agile.
