Home Office Issues New Data-Transfer Rules for Airlines, Ferries and Eurostar
On 23 February 2026 the Home Office published “The Immigration (Form and Manner of Passenger and Service Information) Direction 2026”, a legally binding instruction that rewrites how carriers must send Advance Passenger Information and Passenger Name Records to UK authorities. The Direction—effective since 7 January but only now finalised—standardises data-fields, transmission protocols and encryption methods across air, sea and rail. For the first time, Eurostar and other international rail operators are subject to the same real-time API requirements as airlines, closing a loophole that previously allowed incomplete manifests on high-volume train routes. Operationally, carriers must migrate to XML-based “PNRGOV” messages, enable two-way communication with the Home Office’s Border Crossing system, and maintain 24/7 contact points for error-resolution. Failure to comply can trigger civil penalties or, in extreme cases, the withdrawal of a route’s operating permit. Industry bodies estimate compliance costs at £2–3 million for a medium-sized airline and at least £500,000 for ferry lines that still rely on legacy EDIFACT feeds.

For corporate mobility teams the implications are indirect but important. More accurate data-matching will make it harder for employees to travel on short-notice bookings that list initials instead of full names, or where passport numbers have changed after renewal. Employers should therefore tighten internal booking procedures, ensure HR systems hold up-to-date passport details and remind assignees that inconsistencies could lead to denied boarding.
