France Mandates Online Visa Appointments & Universal Biometric Capture for All Visa Applicants
France has taken a decisive step toward fully-digital visa processing. A Ministry of the Interior decree that came into force on 20 February 2026 eliminates walk-in submissions at every French consulate and external visa application centre worldwide. From now on, all short- and long-stay applicants—whether they are tourists, students, intra-company transferees or talent-passport assignees—must first create an account on the France-Visas portal, complete the electronic form and secure an appointment slot online. The same decree makes the giving of fingerprints and a facial scan compulsory at the time of deposit, even for nationalities that were previously exempt if they held a valid Schengen-wide biometric visa less than 59 months old. The reform is the most sweeping change to French visa logistics since biometric identifiers were first introduced in 2013. French officials say the overhaul is essential to cope with record demand—more than 4 million applications are forecast for 2026, up 12 % on 2025—as well as to prepare for the EU Entry/Exit System (EES) that becomes fully operational on 10 April 2026. By funnelling every traveller through a single digital front door, Paris hopes to smooth out peak-season bottlenecks and improve data quality before it is shared with the Schengen-wide IT platforms that will automatically register every third-country national at the border.

For business travellers and global mobility managers the practical upshot is twofold. First, spontaneous travel is no longer realistic for employees who need a visa: appointment backlogs in high-volume posts such as Casablanca and Mumbai already stretch three to five weeks, and the backlog is expected to widen in the northern-hemisphere summer. Second, corporates will have to budget time for mandatory in-person biometrics even when renewing long-stay permits—previously, many renewals could be lodged by courier. Service-provider reactions are mixed. Outsourcing giant TLScontact welcomed the clarity of a "100 % appointment-only" model, but warned that added biometric workloads may require evening or weekend opening in key hubs. Travel industry groups such as the European Tourism Association fear that smaller agencies will struggle to assist clients because the France-Visas back-office interface remains inaccessible to third-party intermediaries. Looking ahead, the Ministry of the Interior says it will expand remote-capture pilots—already running in Canada and Singapore—where travellers provide fingerprints at airport kiosks on departure rather than at a visa centre. If successful, these pilots could be rolled out to priority business-travel markets in late 2027, potentially restoring a degree of flexibility for time-sensitive corporate trips.
