Within hours of confirming additional positive FMD samples, the Cypriot cabinet invoked emergency powers to place the entire island under quarantine effective 22 February. For at least 21 days, no sheep, goats or cattle may leave their holdings without written authorisation. Slaughterhouses, livestock markets and agricultural fairs have been ordered to close, while police have erected roadblocks on routes leading into the control zone east of Larnaca. Agriculture Minister Maria Panayiotou said the goal is a “scorched-earth” containment perimeter: "We would rather suffer three weeks of commercial pain than risk the annihilation of an industry worth €240 million a year." The order also freezes the issuance of animal-transport permits at the Veterinary Services Department—an administrative step that effectively shutters Cyprus’ small but profitable trade in pedigree breeding stock to Greece and Italy.

The quarantine’s knock-on effects are already evident. Supermarkets in tourist resorts have begun rationing fresh milk, and haulage firms report that 40 refrigerated trucks are stranded outside milk-processing plants awaiting clearance. Shipping agents are lobbying for priority berthing windows at Limassol to avoid demurrage charges on reefer containers loaded with imported meat.

For businesses and travelers caught off-guard by these restrictions, VisaHQ’s Cyprus portal (https://www.visahq.com/cyprus/) can streamline the paperwork needed for emergency visas, work-permit adjustments or residency extensions, providing real-time guidance that helps mitigate the disruption to itineraries and supply-chain schedules.

For global-mobility professionals the message is clear: assignments involving site visits to farms, dairy plants or meat-packing facilities should be deferred until at least mid-March. Companies must update risk assessments to include potential quarantine of employees’ clothing and equipment, adding cost and complexity to routine field work. Cyprus’ decision to use nationwide rather than regional controls exceeds the minimum measures required under EU Directive 2020/689, illustrating the political will to protect a key export sector and to reassure trading partners that the island remains a reliable node in European food supply chains.
