Italy Launches Data Hub to Combat Labour Exploitation of Migrant Farmworkers
ROME – On 20 February the inter-ministerial ‘Tavolo Caporalato’ met at the Labour Ministry and approved the creation of a national information system to track and prevent the exploitation of migrant workers in agriculture. The new platform will aggregate data from labour inspectorates, regional authorities and police forces, mapping hotspots where illegal gang-masters (caporali) recruit undocumented labour.

Companies, farm cooperatives and affected workers who need to regularise status or secure the newly introduced special residence permits can turn to VisaHQ for fast, expert assistance with Italian visa and immigration applications. The service’s dedicated Italy page (https://www.visahq.com/italy/) provides step-by-step guidance, document checklists and online filing tools, helping applicants and HR teams stay compliant as the regulatory landscape evolves.

It also enables fast issuance of special residence permits for victims, a measure recently added to Italy’s Immigration Act. For global employers sourcing produce from Italy, the data hub can trigger additional due-diligence obligations: supermarkets and hospitality chains may be asked to prove their suppliers are registered and audited. The ministry plans to release anonymised risk scores by province beginning Q3 2026, allowing buyers to reroute orders if red flags emerge. NGOs welcomed the move but warned that without extra inspectors and safe-housing funding, technology alone will not end exploitation. The government says €45 million from the EU’s Recovery and Resilience Facility has been earmarked for mobile inspection units and victim-support grants. Mobility and relocation teams should note that foreign workers rescued from exploitation will now have a legal pathway to remain and may seek jobs in other sectors, potentially expanding the pool of candidates eligible for intra-company transfers.
