Young Britons would regain the ability to take up internships, short-term jobs and language courses across the continent, while EU citizens could spend up to two years in the UK gaining UK-based work experience. Brussels is pressing for a four-year maximum stay; London wants two, mirroring existing bilateral schemes with Australia, Canada and others.

Business groups and universities have lobbied hard for the scheme, arguing it would help plug skills gaps in hospitality, tech and the creative industries while giving British graduates a low-cost route to European experience.
