The non-binding report follows a year of mounting complaints from British, Latin-American and North-African residents who say that securing an extranjería appointment to obtain or renew the TIE card can take up to four months.

Investigations by the National Police, detailed in December arrests across Madrid, Valencia and Seville, revealed criminal networks using automated ‘bot’ software to scoop up scarce slots the instant they are released online. The gangs then resell appointments via messaging apps for fees of €50-€200. Police say more than 100 people have been detained and 200 ,000 € in cash seized, yet the practice persists due to structural under-capacity.

The CES report faults both the Interior and Inclusion Ministries for under-resourcing provincial immigration offices despite a 16 % rise in residency applications since Brexit and the launch of new visa categories. It recommends centralising all appointments on a single national platform with two-factor authentication, capping daily bookings per IP address, and imposing fines of up to €600,000 on intermediaries who monetise public-service slots.
