With less than two weeks to go before provincial quota windows open, Austria’s National Council has set the ceiling for quota-bound residence titles at 5,616 for 2025—down 230 from this year. The revised Niederlassungsverordnung (Settlement Regulation) reserves 4,850 slots for family-based immigration of third-country nationals, 385 for financially independent retirees or ‘Privatiers’, 89 for holders of Long-Term EU Residence permits issued by another member state, and 292 for relatives upgrading to the Red-White-Red Card Plus.

Labour-market routes such as the standard Red-White-Red Card and the EU Blue Card remain uncapped, but immigration lawyers warn that shrinking family quotas could indirectly affect talent attraction if executives fear they cannot bring dependants later. Housing shortages in Lower Austria and Styria were cited as reasons for the cut.

For mobility teams the key date is 2 January, when most provinces release online booking slots on a first-come, first-served basis—often exhausted in hours.
