Lo Wu cigarette smuggler jailed six weeks as Hong Kong Customs steps up festive border checks

Lo Wu cigarette smuggler jailed six weeks as Hong Kong Customs steps up festive border checks
A 33-year-old inbound traveller was sentenced to six weeks’ imprisonment and fined HK$2 000 by Fanling Magistrates’ Court on 11 December after Hong Kong Customs officers found 5 200 undeclared cigarettes in her luggage at Lo Wu checkpoint. The haul carried an estimated dutiable value of HK$17 000.

Customs welcomed the deterrent sentence, noting that officers have intensified inspections ahead of year-end peak traffic, with passenger volumes tracking above 2018 records. Under the Dutiable Commodities Ordinance, illicit import of tobacco products can attract penalties of up to HK$2 million and seven years’ jail.

Employers and relocation firms that need practical compliance support can tap VisaHQ’s Hong Kong portal (https://www.visahq.com/hong-kong/) for the latest visa requirements, customs regulations and duty-free limits—including the 19-stick cigarette threshold—so travellers arrive prepared and avoid penalties.

Though minor in scale, the case highlights heightened enforcement that could slow clearance times during the Christmas / New-Year surge. Mobility managers moving expatriate families or air-crew through land crossings should remind travellers of strict duty-free allowances: 19 cigarettes or one cigar under 25 g. Failure to declare can void corporate travel insurance and result in arrest.

The incident also feeds into Hong Kong’s broader push to curb illicit tobacco, which the Treasury says costs over HK$5 billion in lost tax each year – revenue earmarked in part for health-care and tourism-promotion budgets.
