Italy’s Ministry of the Interior released the latest sea-arrival bulletin on 3 December, confirming that 63,712 people have disembarked on Italian shores since 1 January. The figure is virtually identical to the 63,537 arrivals recorded in the same period of 2024 but remains less than half the 152,804 landings logged in 2023, underscoring how fluctuating policy, weather and enforcement on the Central Mediterranean route continue to shape flows.

Officials highlighted that the first two days of December have already brought 406 new arrivals, indicating that crossing attempts are likely to continue despite worsening winter seas. Bangladeshis remain the largest nationality group (31 %), followed by Egyptians (14 %), Eritreans (12 %) and Pakistanis (7 %). The Interior Ministry reiterated that the hotspot system still has spare capacity after November transfers to mainland reception facilities, but NGOs continue to warn that a sudden spike could again overwhelm Lampedusa.

For corporate mobility teams the data are a reminder that political pressure to curb irregular migration will stay on Rome’s agenda during the 2026 budget cycle. Employers that rely on non-EU talent should expect heightened scrutiny on sponsorship paperwork and faster repatriation decisions for workers who overstay or lose status. Companies moving staff through Sicily and Apulia ports or airports may also experience sporadic police checks and longer wait times as resources are re-deployed to maritime surveillance.

Looking ahead, the ministry confirmed it will publish a revised contingency plan for mass arrivals in early January, potentially including temporary “floating reception” barges and rapid-transfer protocols to empty hotspots within 48 hours. Mobility managers should monitor the Official Gazette for any emergency ordinances that could affect travel logistics or the residence-permit pipeline.
