In a rapid U-turn, the Office of Rail and Road (ORR) has restored passenger rights on Avanti West Coast’s 07:00 non-stop service from Manchester Piccadilly to London Euston. The regulator had initially stripped the train of its timetable “path” from 15 December, citing the need for contingency capacity, meaning the train would still run—but empty—for five months. Fierce opposition from northern mayors, business lobbies and the Department for Transport forced an overnight rethink, and the ORR confirmed on 1 December that the sub-two-hour service will remain open to the public.

The morning express is the only train that enables Manchester-based executives to reach central London before 09:00 without flying. Avanti data show that 63 per cent of passengers travel for business meetings or medical appointments. Losing the service would have pushed travellers onto later, slower trains—adding at least 35 minutes—and, critics argued, undermined the government’s post-HS2 strategy of “levelling up” regional connectivity.

The fiasco highlights deep structural issues in Britain’s rail timetable process, where multiple private and open-access operators jostle for scarce slots on the West Coast Main Line. Analysts say the row strengthens the case for the long-delayed Great British Railways body, which is supposed to coordinate paths and fares nationally.

For corporate-mobility managers, the reinstatement preserves a reliable, low-carbon alternative to domestic flights during the busiest travel month of the year. Travel-policy teams should, however, note that driver-union overtime bans continue to disrupt other operators through 9 December; dynamic re-ticketing tools and flexible meeting times remain essential.

Looking ahead, the ORR has pledged to review its consultation procedures to avoid future “ghost-train” scenarios. Businesses with time-critical travel may wish to participate in forthcoming stakeholder forums to ensure their needs are heard before the May 2026 timetable is finalised.
