EU Commissioner Signals Full Backing for Cyprus’ Schengen Accession Bid
Momentum toward Cyprus’ long-awaited entry into the Schengen Area accelerated on 21 November when EU Home-Affairs Commissioner Magnus Brunner publicly endorsed the island’s roadmap after talks in Brussels with Deputy Migration Minister Nicholas Ioannides. In a post on X, Brunner said the Commission "has our full support" for Cyprus to complete technical preparedness across smart-border systems and returns management.

The positive signal follows Ioannides’ announcement a day earlier that Nicosia expects a favourable technical evaluation by end-2025 and aims for full Schengen membership in 2026. Cyprus is already applying most Schengen rules but cannot yet issue Schengen visas or participate in the visa-free area, forcing travellers to undergo separate controls when entering the island from continental Europe.

Brunner’s remarks suggest the Commission is satisfied with Cyprus’ deployment of the EU Entry/Exit System, biometric passport upgrades and revamped returns procedures—areas previously flagged as gaps. Remaining hurdles are chiefly political: unanimous approval from existing Schengen members is needed. Diplomats say Austria, which blocked Bulgaria and Romania in 2023 over migration concerns, is signalling greater openness to Cyprus because the island’s external border is maritime and already monitored by Frontex.

For businesses the upgrade could be transformative. Once inside Schengen, Cyprus will be able to issue Schengen C visas, simplifying multi-country itineraries for visiting executives, and its residents will enjoy passport-free travel across 29 European countries. Corporates headquartered on the island—from fintech to shipping—anticipate lower travel-compliance costs and smoother intra-EU talent deployment.

Still, mobility managers should plan for a transition phase in 2026 when Cyprus’ border posts integrate Schengen systems; temporary queues are likely as officers adapt to new biometric workflows. Firms are advised to brief travellers and update posted-worker notifications once accession is confirmed.
