Draft Regulation Eases EU Freight Access Through Polish-Belarus Border Post
A draft decision circulated by Poland’s Interior Ministry late on 13 November, but released to international media on 14 November, clarifies vehicle categories that will be allowed to use the Bobrowniki checkpoint once it reopens. Under the proposal, articulated lorries and rigid trucks registered in EU and EFTA countries, plus Switzerland, will regain entry, provided they carry digital CMR waybills and have drivers’ biometric passports on file in the EU Entry/Exit System (EES).

The carve-out aims to restart stalled east-west supply chains while keeping Belarus-flagged haulage firms—accused by Warsaw of facilitating sanctioned cargo—off Polish roads. Customs brokers in Białystok estimate the rule could restore up to 60 percent of pre-closure freight flows, particularly for time-sensitive goods such as automotive components, pharmaceuticals and fresh food destined for German distribution hubs.

Industry bodies welcomed the clarity but cautioned that capacity constraints and first-week congestion are inevitable. "With only one lane each way available initially, we advise clients to stagger departures and pre-clear customs documents 24 hours in advance," said Marcin Nowak, operations director at Trans-Europa Logistics. Forwarders also note that drivers must still register in the Interior Ministry’s online SafeBorder system at least three hours before arrival—a requirement introduced in July to combat people-smuggling.

For corporate mobility teams relocating staff into Poland’s new battery-gigafactory corridor, the restoration of EU-registered trucking is critical. Construction projects in Katowice and Łódź have reported delivery delays of up to five weeks since September. The draft regulation is expected to be signed before the weekend, with immediate effect when the crossing reopens Monday.

Should security conditions deteriorate, the ministry retains the right to revoke access with four hours’ notice. Companies are therefore advised to maintain alternate routings via Lithuania and to keep in close contact with 3PL providers during the first fortnight of operations.
