Wrapping up a three-day visit to Mumbai and New Delhi on March 2, Prime Minister Mark Carney announced a sweeping Canada-India Talent and Innovation Strategy that dramatically expands study-and-research mobility between the two countries. Key measures include 300 fully funded MITACS Globalink research internships, CA$100 million in University of Toronto scholarships for Indian students, 13 new inter-university partnerships and plans for Canadian campuses and Centres of Excellence in India. The initiative marks the largest education-mobility package Canada has ever negotiated with a single partner country. For Indian students—who already account for roughly 40 per cent of Canada’s international student cohort—the promise of generous funding and streamlined academic pathways could offset recent federal caps on study-permit volumes. Conversely, Canadian institutions gain offshore platforms to recruit talent, run joint R&D projects and diversify revenue away from domestic demographic headwinds.

From a corporate-mobility angle, the announcement widens the future talent pipeline for Canadian multinationals operating in both markets. Graduates of joint programs may qualify for Canada’s Post-Graduation Work Permit (PGWP) or the Global Talent Stream, while Canadian firms setting up in India gain easier access to Canada-trained local hires.
