Hong Kong’s 2026-27 Budget, unveiled on 25 February, put global mobility centre-stage. Financial Secretary Paul Chan revealed that the city’s constellation of talent-admission schemes – from the Top Talent Pass Scheme (TTPS) to the Quality Migrant Admission Scheme and Technology Talent Admission Scheme – has pulled in more than 270,000 professionals since their relaunch two years ago, including over 100,000 high-earners under the flagship TTPS.(budget.gov.hk)

The government says the inflow is already rippling through the economy: payroll tax receipts from new arrivals rose 22 per cent last year, while company registrations linked to TTPS holders jumped 18 per cent. To keep the momentum, a new HK $500 million (US $64 million) Talent Integration Fund will open in July to subsidise relocation costs, fast-track dependent schooling places and expand the Hong Kong Talent Engage concierge network to 15 cities worldwide. Officials also promised a digital “Talent Wallet” that will let new visa-holders bundle immigration records, e-Channel enrolment and public-health data in one app.

Policy tweaks are coming too. From 1 March, TTPS holders will be able to apply for a three-year visa on first entry instead of the current two-year grant, and dependants will gain immediate work permission rather than waiting until their first extension. The Budget also signals that the Immigration Department will pilot remote identity verification for renewal applications in Q4 2026 – a move expected to slash business-traveller downtime.
