The Highways Department on 23 February formally released the inaugural set of Hong Kong Railway Standards and inaugurated a dedicated Railway Checking Unit—two moves aimed at accelerating the Northern Link and Hong Kong-Shenzhen Western Rail Link, both vital to cross-boundary commuting in the Greater Bay Area.

The standards consolidate existing local rules with international benchmarks from the EU, IEEE and ISO, creating a single reference that design-and-build contractors must follow. Officials say harmonising specifications will shorten design approval cycles by up to 30 percent and reduce costly on-site modifications.

The newly minted Railway Checking Unit will act as an in-house “regulator-within-government,” carrying out independent design vetting, safety audits and on-site inspections in real time rather than after milestones.
