Prefecture Bulletin: Civic-Knowledge Test Now Mandatory for First Multi-Year Residence Cards

In a notice dated 26 January 2026, the Côte-d’Or prefecture reiterated that, effective 1 January 2026, first-time applicants for multi-year or 10-year residence permits must pass a new civic-knowledge exam and meet higher French-language thresholds (A2 or B1). Employers sponsoring non-EU staff now need to build exam scheduling and language training into assignment timelines, or risk permit refusals.
