France’s New Tough Line on Regularisations Slashes Residence-Permit Approvals by 42 %
Interior-Ministry data released on 22 December show France granted 42 % fewer humanitarian or work-based regularisations in 2025 after January’s ‘Retailleau circular’ toughened eligibility rules. Applicants must now prove seven years’ residence, language skills and an unblemished record, while prefects issue automatic deportation orders on refusal. The shift leaves thousands in limbo and forces companies to use more complex permit categories for hard-to-fill jobs.
