Cypriot President Nikos Christodoulides arrived in Brussels on 18 December for the EU-Western Balkans Summit and two-day European Council, using back-to-back meetings to lobby for more flexible return rules and extra funding for frontline states ahead of Cyprus assuming the rotating Council Presidency in July 2026.

In a pre-summit briefing, the Presidency said Christodoulides would hold bilateral talks with leaders from Germany, Greece and Austria to coordinate positions on the proposed EU Returns Directive. Cyprus wants member states to retain discretion over charter flights and voluntary-return incentive schemes, rather than a one-size-fits-all regulation.
