Union officials say staff shortages—only 34 clerks versus a theoretical headcount of 52—have coincided with a spike in applications linked to the expanded Decreto Flussi quotas and student-visa arrivals for the new academic term. The unions will demand emergency hires financed by the Interior Ministry and greater use of online appointment systems to curb so-called “ticket touts” who sell slots for up to €200.
