In a dramatic shift to the United Kingdom’s immigration landscape, Home Secretary Shabana Mahmood on 15 November announced what the government calls “the largest overhaul of asylum policy in modern times.” Under the plan, people who receive refugee status will hold only a 30-month grant of protection that must be renewed every 2½ years. A successful refugee will now need 20 years of continuous lawful residence—four times the current five-year requirement—before qualifying for indefinite leave to remain.

The Home Office says the changes are designed to dismantle the “pull-factors” that encourage irregular migrants, particularly those crossing the Channel in small boats, while aligning the UK with Denmark’s 2021 model of purely temporary refuge. Officials stress that “core protections” such as access to the NHS and schooling remain, but accommodation and financial support will become discretionary and may be withdrawn from those deemed able to work or found in breach of the rules.

For employers, the most immediate implication is a likely tightening of right-to-work checks and greater scrutiny of humanitarian status documents now subject to rolling review. Companies that routinely hire refugees—especially in social care, hospitality and logistics—will need to track employees’ 30-month renewal cycles and be prepared for sudden status lapses. The overhaul may also heighten political and media attention on broader labour-migration routes (Skilled Worker, Scale-up, High Potential Individual), potentially leading to more restrictive salary thresholds in 2026 budget talks.

Human-rights NGOs and more than 100 UK charities condemned the plans as discriminatory and counter-productive, warning that a 20-year settlement horizon will leave thousands in protracted limbo and drive destitution. Business groups expressed concern that the rhetoric could further erode the UK’s attractiveness to internationally mobile talent by signalling a hard-line stance on migration generally.

Parliament is expected to debate enabling legislation in early December, with implementation slated for new claims lodged on or after 1 January 2026. Existing refugees will not see their status curtailed retroactively, but they will move to the new 30-month review cycle at their next extension. Employers, universities and relocation providers should audit compliance processes now and brief HR teams on the forthcoming documentation changes.
