Also on 13 November, Italy and Albania held their first full inter-governmental summit at Villa Doria Pamphilj in Rome, sealing a framework accord that elevates bilateral ties to an unprecedented strategic level. The delegations—led by Prime Ministers Meloni and Rama and featuring nine Italian ministers—signed 15 sector-specific memoranda plus an overarching Government-to-Government treaty covering security, energy, infrastructure and migration.

Migration management dominated headlines: the two interior ministries inked an MoU on joint counter-narcotics work and reaffirmed operational details of the offshore asylum-processing protocol. Italian officials framed the package as a potential template for future EU deals with non-EU neighbours, arguing that “shared management outside EU territory” can square solidarity with deterrence.

Beyond migration, Italy committed concessional finance to strengthen Albania’s electricity grid and civil-protection capabilities, while defence giant Fincantieri signed a letter of intent to modernise the Pashaliman shipyards. Leonardo agreed a parallel deal on naval-cooperation training. Trade data released at the summit show Italy already accounts for 20 percent of Albanian imports, and Rome aims to push bilateral trade above €4 billion by 2027.

For global-mobility programmes the accords matter in two ways. First, they reinforce Albania’s trajectory towards EU membership, which could eventually simplify regional staff moves and vendor selection. Second, they suggest that Italy will keep experimenting with externalised border-management tools—mechanisms that may influence Schengen-area entry requirements or spur copy-cat arrangements in other European markets.

Corporates moving staff between Italy and the Western Balkans should monitor the forthcoming implementation decrees; some defence and critical-infrastructure sectors may receive fast-track work-permit channels or security-clearance changes as cooperation deepens.
