DHS terminates all Family Reunification Parole programs, moving to case-by-case review

DHS terminates all Family Reunification Parole programs, moving to case-by-case review
The Department of Homeland Security published an advance Federal Register notice late on 11 December that ends nine family-reunification parole (FRP) programmes covering Cuba, Haiti, Colombia, Ecuador, El Salvador, Guatemala and Honduras. The categorical programmes will close 30 days after formal publication (15 January 2026), after which any requests for humanitarian parole will be adjudicated individually. CBP and USCIS said the shift is necessary because blanket parole “posed security and vetting concerns” and encouraged migrants to remain in limbo rather than pursue immigrant-visa channels.

More than 72,000 pending applications will be cancelled, and about 120,000 current parolees will lose work authorisation one year after the effective date unless they have already filed for adjustment of status. Employers in agriculture, elder-care and hospitality that rely on FRP workers must now plan for possible attrition or sponsor alternative visas such as H-2A, H-2B or EB-3.

Organizations and families now weighing those alternative visa strategies can simplify the paperwork, appointment scheduling and embassy follow-up by using VisaHQ’s managed-service platform. From H-2 labour visas to immigrant petitions, VisaHQ offers document review, courier support and real-time status tracking for U.S. and global applications—full details are available at https://www.visahq.com/united-states/.

Advocacy groups argue that eliminating legal pathways will push mixed-status families toward irregular crossings, further straining an asylum system already slowed by new “Remain in Texas” court rulings. Several NGOs say they will sue on Administrative Procedure Act and equal-protection grounds, pointing to DHS’s limited 30-day comment period and a lack of economic-impact analysis.

Corporate mobility managers should audit I-9 records to flag employees holding FRP-based EADs that may expire in early 2027, update workforce-planning models for seasonal labour and prepare communications to affected staff. Companies may also see surging demand for visitor visas as relatives lose advance parole and attempt consular processing instead.
