Business travellers weary of Rio de Janeiro traffic received welcome news on 6 November 2025 when mid-sized carrier TwoFlex confirmed that Brazil’s civil-aviation authority (ANAC) has authorised a new air shuttle linking Rio’s Jacarepaguá Airport (RRJ) to São Paulo’s Congonhas (CGH). Commercial flights begin on 28 October with three daily round-trips using nine-seat Cessna Grand Caravan aircraft.

The service effectively creates a ‘third bridge’ for the country’s busiest corporate corridor. Executives based in Barra da Tijuca and the West Zone can avoid the 40-kilometre slog to Santos Dumont Airport, saving up to 90 minutes door-to-door. TwoFlex projects 75 % average load factors and is already exploring code-share possibilities with Azul’s regional network.

From a mobility-policy standpoint, the shuttle demonstrates ANAC’s willingness to liberalise small-aircraft operations at congested legacy airports. Congonhas slots for turboprops were expanded in late 2024, but uptake had been slow until now. If successful, similar point-to-point connections—such as Campinas to Belo Horizonte–Pampulha—could follow.

Corporate travel managers should note the product’s limitations: no jet bridges, strict 8 kg hand-baggage limits and weather-related schedule variability. Nevertheless, the ability to depart Jacarepaguá at 06:00 and be in a São Paulo boardroom by 08:00 is likely to attract consultancy, energy and media firms concentrated along Rio’s Avenida das Américas corridor.

Introductory one-way fares start at R$ 590, including taxes. TwoFlex will offer multi-trip corporate passes and partner-lounge access at Congonhas to sweeten the proposition for frequent flyers.
