U.S. Citizenship and Immigration Services (USCIS) announced on November 5 an expansion of the Systematic Alien Verification for Entitlements (SAVE) program that allows states to confirm voter-registration citizenship using only the last four digits of an applicant’s Social Security number. Previously, election officials needed the full SSN, limiting participation by states that collect truncated data.

SAVE was originally designed to help agencies determine immigrants’ eligibility for public benefits. The new policy inserts the immigration-status database directly into election administration, enabling bulk queries of voter rolls to flag non-citizens. Supporters say it will bolster election integrity; critics warn it could lead to false positives that mistakenly challenge naturalized citizens.

States must sign revised memoranda of agreement with USCIS before accessing the truncated-SSN feature. Implementation timelines will vary, but election administrators are eyeing the 2026 midterms as the first major test.
