Canton Lucerne unveils CHF 338 million ‘Gesamtmobilität’ masterplan
The Canton of Lucerne published its long-awaited ‘Programm Gesamtmobilität’ on 3 November 2025, laying out 137 transport projects worth CHF 338 million between 2027 and 2030. The integrated plan bundles road, rail, cycling and public-transport upgrades into a single strategic instrument and is now open for public consultation until 6 February 2026.

Headline items include safer cycling corridors in Kriens (CHF 29 m), optimisation of the Ränggloch bridge between Lucerne and Malters (CHF 21 m) and a major redesign of the Lohrensage junction in Emmen to ease chronic congestion around the A2 motorway. Further south, a revived Reussportbrücke project would create a new link between Fluhmühle and the A2, while Beromünster’s long-debated east and west bypasses are costed at CHF 86.5 million.

For international companies with offices or production sites in Central Switzerland, the programme promises smoother last-mile logistics and shorter commute times for cross-canton talent. HR departments may find it easier to place assignees in more affordable outlying municipalities once public-transport frequency improves.

The plan also dovetails with federal climate goals: several projects prioritise bus lanes and cycle paths over additional car capacity. However, many big-ticket items will not break ground until after 2030, leaving mobility managers to plan around construction-related disruptions later in the decade.

Stakeholders can submit comments via the canton’s e-consultation portal. Cantonal parliament is expected to debate funding tranches in late 2026, with final approval contingent on voter referendums if spending thresholds are exceeded.
