
The National Customs Brokers & Forwarders Association of America (NCBFAA) issued a 2 Nov 2025 bulletin clarifying Customs and Border Protection’s (CBP) forthcoming modification to the National Customs Automation Program (NCAP) test for Periodic Monthly Statements (PMS). The change—first published in the Federal Register on 16 October—updates statement identifiers and data fields importers use to settle duties.
Beginning this month, brokers must migrate to the revised PMS schema in the Automated Commercial Environment (ACE) or risk payment mismatches and cargo holds. CBP is also expanding character limits for the Global Business Identifier (GBI) field, anticipating a wider rollout of the Altana ID.
Why it matters: multinational companies that self-file entries or rely on third-party brokers should confirm their software vendors have patched systems and that accounting teams reconcile duty liability under the new PMS cycle. Failure to align could delay cargo releases and complicate month-end reconciliations—especially during the ongoing government shutdown, which already limits CBP staffing.
