In a surprise Spring Festival gift to the Nordic region, China’s Ministry of Foreign Affairs has unilaterally waived short-stay visa requirements for holders of ordinary Finnish passports. Effective immediately, Finns—as well as citizens of Denmark, Sweden and Norway—may enter China for business, leisure, family visits or transit for up to 30 days per trip without first applying for a travel document. The move removes the single most time-consuming administrative step facing Finnish companies that deploy staff to China. Consultancies estimate that visa lead-time reductions alone could save large corporates €3-4 million a year in indirect costs.

Finnair, which already flies daily to Shanghai and plans to restore Beijing Daxing services in late March, said it is reviewing capacity “with a positive mindset.” A spokesperson noted that Helsinki’s geographic advantage on the Europe-Asia great-circle route, combined with visa-free access on the Chinese side, “positions Finland as the quickest one-stop gateway for much of Northern Europe.” Travel-management companies expect a double-digit jump in Finnish outbound traffic to tier-one Chinese cities by summer and have advised clients to lock in group hotel blocks early.

Immigration lawyers caution that border officers retain discretion to refuse entry and that the policy could be suspended if public-health conditions change, as happened in 2020. Nevertheless, the announcement marks the most significant facilitation of Sino-Finnish mobility in a decade and is already prompting Finnish universities to fast-track exchange programmes for the autumn semester. Corporate mobility teams are updating policy manuals this week to reflect the waiver and remind staff that passports must be valid for at least six months on arrival.
