While lawmakers debated inside the Luxembourg Palace, dozens of trade unions, migrant-rights organisations and church groups gathered on Place Pierre-Dux in Paris to denounce what they call the “most draconian immigration bill in 30 years.” The protest, led by the collective Unies contre l’Immigration Jetable and supported by Attac, Solidaires and the Ligue des droits de l’Homme, coincided deliberately with the bill’s first Senate reading on 6 November.

Speakers condemned provisions that ease expulsions “with or without papers,” arguing the reforms risk creating a subclass of permanent temporary workers with limited rights. Organisers vowed rolling demonstrations in regional prefectures if the government presses ahead, and called on employers to lobby for secure status for long-term staff in shortage sectors.

Although the gathering remained peaceful, police maintained a heavy presence and warned of “zero tolerance” for disorder—a signal that future demonstrations during the legislative marathon could face tighter controls.

For HR and mobility leaders the activism underscores reputational risks: brand-name firms that appear to benefit from precarious labour may face protest targeting. Companies are advised to audit subcontractor compliance, refresh stakeholder-engagement plans and monitor union statements that could spill over into workplace actions.
