EU Council Land-Transport Working Party Meets: Austria Pushes Digital CMR and Alpine Corridor Funding
Transport attachés from the 27 EU member states gathered in Brussels on 6 November 2025 for the Council’s Working Party on Land Transport. According to the official agenda filed with the Austrian Parliament’s EU-database, Austria used the session to champion two mobility dossiers with direct corporate impact: mandatory adoption of the electronic consignment note (e-CMR) by 2027 and additional cohesion funding for the Brenner and Pyhrn-Schober corridors.

The e-CMR proposal aims to replace paper truck waybills with fully digital documentation, cutting border-crossing times by an estimated 15 minutes per shipment and generating €1 billion in annual administrative savings across the bloc. Austrian logistics groups such as Gebrüder Weiss have lobbied hard for the change, arguing that Alpine transit bottlenecks magnify small delays.

On infrastructure, Vienna’s delegation sought €450 million in added Connecting Europe Facility (CEF) co-financing to accelerate tunnel ventilation works on the Brenner Base Tunnel and upgrade the Pyhrn-Schober route used by high-capacity road-rail shuttles. Both projects are central to shifting freight away from trucks in sensitive Alpine valleys.

For mobility managers, the policy direction is clear: digital freight documentation will soon become the norm, meaning compliance teams must ensure their Austrian suppliers can integrate with e-CMR platforms. Companies relying on time-critical just-in-sequence deliveries through Tirol should also factor in construction-related rail diversions in 2026-27, even though the long-term outcome promises faster, greener logistics.
