Beirut finally ratifies 2007 EEZ deal, clearing way for Cyprus–Lebanon maritime border
Eighteen years after it was first signed, the Lebanon–Cyprus Exclusive Economic Zone (EEZ) agreement has received long-awaited ratification from the Lebanese Council of Ministers. Meeting late on 23 October and announced in the early hours of 24 October 2025, the cabinet approved delimitation of the two countries’ maritime boundary, a step hailed by Nicosia as “a very positive development for security and mobility in the Eastern Mediterranean.”

For global-mobility teams, the headline may look like an energy story, but it carries real people-movement implications. The agreement clarifies jurisdiction for search-and-rescue (SAR) operations, cruise-line itineraries and commercial shipping lanes between Larnaca/Limassol and Beirut. Consistent border coordinates also pave the way for direct ferry services—a long-discussed project that currently stalls on insurance and customs uncertainties.

Energy Minister Joe Saddi is scheduled to visit Cyprus on 10 November to finalise implementation protocols covering customs cooperation, environmental safeguards and—crucially—simplified crew-change procedures at both countries’ ports. Port agents in Limassol told Cyprus Mail they expect turnaround times for Lebanese-flagged vessels to drop by “at least 30 percent” once joint clearance facilities are operational.

The ratification could also bolster Cyprus’ push to join the Schengen area: Brussels has repeatedly stressed the importance of stable external borders for applicant states. By locking in its eastern maritime boundary, Cyprus strengthens its case that it can police future Schengen frontiers.

Businesses with offshore personnel or ship crews should monitor the November follow-up talks; new bilateral visa-waiver or facilitated-entry rules for seafarers are reportedly on the table and could be in force before the 2026 summer season.
