A letter from the US Department of State addressed to the \"Embassy of Benin, Washington D.C. \", giving a detailed description of the purpose of travel, the names and addresses of any organizations to be visited, and the dates of the trip. The letter must contain the applicant's name and the passport number and should have a statement confirming that the US Embassy in Benin will take full responsibility for the applicant.

Benin Visa Policy
Visitors to the Republic of Benin must obtain visas from any of their foreign missions abroad or online unless they are from visa-exempt countries. Benin is one of the Francophone countries comprising the Economic Community of West African States (ECOWAS). Being an ECOWAS member, it subscribes to the ECOWAS protocol, so citizens of member states in the region can enter freely and exit or reside wherever they wish for up to 90 days per visit.
The Ministry of Foreign Affairs and Cooperation is responsible for implementing immigration and visa policies of the government as enacted by the Benin parliament. This body determines which nationalities qualify for visa-free entry and who needs a visa.
With a valid passport, citizens of ECOWAS can visit Benin for up to three months for short-term activities, excluding work and study. Besides ECOWAS, the government of Benin maintains an open border policy for citizens from the African Union who may also visit for a short time. The country’s visa exempt list keeps changing, but African Union citizens enjoy all visa waiver programs.
Apart from African nationals, citizens from a few other countries enjoy visa-free entry into the Benin Republic, while some will have to obtain visas at the port of entry for a fee.
Visa On Arrival
Some nationals can apply for visas once they arrive at the international airports in The Republic of Benin. Such visas are only issued for business and tourism and can only be renewed under special conditions. Conversely, visitors eligible for electronic visas are also eligible for visas on arrival.
Electronic Visa of Benin
To expedite visa applications and to decongest foreign missions abroad, the government decided to introduce a special online visa issued electronically to applicants through their email addresses. This e-visa, as it is popularly called, is available as a single or multiple-entry document. As a visitor, you are free to apply for one or the others depending on your engagements in the West African country.
The single-entry e visa allows you to stay for up to 30 days, while the multiple entry visa allows for up to 90 days of stay. The multiple entry visa is divided into two, granting the holder 30 days and 90 days of access. It is available as a tourism, business, and transit e-visa. To avail of this visa, you must complete and submit an online application form and then wait 1-3 days for approval.
Approved e-visas are forwarded to the applicant’s email address which they must print out and travel to Benin.

For Non-Visa Exempt Nationals: This travel document is for non-visa-exempt nationals who would not qualify for visa-free entry. The visa-exempt countries are mostly African countries and a few others outside the African continent. To be sure of your eligibility, contact the exemption list to be sure.
