• From another EU country: no customs limits on goods for your own use or as gifts. For alcohol, the guide levels are 110 L of beer, 90 L of wine, cider and fermented long drinks (of which up to 60 L of sparkling wine), 20 L of intermediate products up to 22% alcohol and 10 L of spirits (over 1.2% and up to 80%). Larger amounts must be credibly shown to be for personal use. The alcohol must travel with you, in the same vehicle.
• From another EU country, tobacco and nicotine products whose packs do not carry health warnings in Finnish and Swedish (most packs bought abroad) are limited to 200 cigarettes, 50 cigars, 100 cigarillos and 250 g of roll-your-own, pipe or waterpipe tobacco, plus 200 dose units or 250 g of other tobacco products, 10 ml of nicotine liquid and 1 kg of smokeless nicotine products such as nicotine pouches. These products are for your own use only, not for family members or as gifts.
• From a non-EU country: goods for your own use or gifts up to EUR 430 per traveler arriving by air or sea and EUR 300 per traveler arriving by car, bus or train (also by yacht or private aircraft). The price of a single item cannot be split: if it exceeds the limit, taxes are due on the whole price. Alcohol, tobacco and fuel are not counted in the value limit and have their own allowances; snus, e-cigarettes, nicotine liquids and food are counted in it.
• From a non-EU country, alcohol: 16 L of beer and 4 L of still wine, plus 1 L of spirits over 22% (up to 80%) or 2 L of other alcoholic drinks up to 22% (such as sparkling wine, cider, long drinks or liqueurs). The last two can be combined in proportion. Travelers must be at least 20 to bring drinks over 22% alcohol and at least 18 to bring any alcohol.
• From a non-EU country, tobacco for travelers aged 18 or older: 200 cigarettes or 100 cigarillos (up to 3 g each) or 50 cigars or 250 g of roll-your-own, pipe or waterpipe tobacco. The amounts can be combined in proportion, up to 100% of the allowance. The same allowance applies whatever the means of transport.
• Snus, chewing and nasal tobacco: up to 1 kg in total per calendar day, for your own use only.
• Fuel in the vehicle's standard tank plus up to 10 L in a portable container, of the type the vehicle uses.
• Finnish residents returning from outside the EEA other than by air after a trip of 24 hours or less may not bring in alcohol, tobacco or nicotine products. Non-EEA residents arriving other than by air may bring them in only if they stay in Finland for more than 72 hours (this does not apply to transit travel).
• The Åland Islands are part of Finland and the EU but outside the EU tax area. Travelers arriving in mainland Finland from Åland (including on Finland-Sweden ferries via Åland) get the same allowances as from a non-EU country: EUR 430 or EUR 300 of goods, 16 L of beer, 4 L of still wine and 1 L of spirits or 2 L of other drinks up to 22%, and 200 cigarettes (or equivalent). The same limits apply when traveling to Åland.

Currency

• Travelers entering or leaving the EU with EUR 10,000 or more in cash (or the equivalent) must declare it to Finnish Customs and use the red channel. Cash includes banknotes and coins, cheques and other bearer-negotiable instruments, gold coins with at least 90% gold and gold nuggets, bars or bullion with at least 99.5% gold.
• No declaration is needed when arriving from another EU country. The declaration form can be completed in advance and emailed to Customs at least 24 hours before arrival, but the cash must still be shown to Customs at the border.

Prohibited

• Meat, milk and products made from them from non-EU countries (except Norway, Iceland, Switzerland, Andorra, Liechtenstein and San Marino). Limited exceptions are listed under Restricted
• Pet food containing meat, poultry or fish from non-EU countries (except food your pet needs for health reasons)
• Illegal drugs, including cannabis, even in small quantities
• From Russia (EU sanctions): alcoholic drinks over 22% (such as whisky, vodka, gin, rum or liqueurs) and drinks mixed with spirits (such as some long drinks and hard seltzers), including those bought in tax-free shops; all cigarettes, cigarillos and cigars; caviar; and fuel other than in the vehicle's standard tank. Beer, wine and cider are allowed in limited amounts for personal use
• Cars registered in Russia may not enter Finland. Exceptions include cars with diplomatic plates and cars owned by EU or EEA citizens permanently resident in Russia or their family members

Restricted

• Food of animal origin from non-EU countries: up to 2 kg of infant formula, 20 kg of fish and fishery products (or one gutted fish of any weight) and 2 kg of other animal products such as honey or eggs. Chocolate containing milk may be brought as a gift. From Norway, Iceland, Switzerland, Andorra, Liechtenstein and San Marino, meat and dairy products are allowed in reasonable amounts for personal use within the value limit.
• Plants from non-EU countries: live plants, seeds, cut flowers, fresh fruit, berries and most fresh vegetables need a phytosanitary (plant health) certificate, which travelers usually cannot get, so in practice they cannot be brought in. Pineapples, bananas, durians, coconuts and dates, and dried, frozen or processed plant products such as coffee and dried tea, are allowed.
• Some foods from certain countries (for example many nuts, spices, palm oil and tea from China, India or Turkey) are limited to 2 kg per person. Wild mushrooms and wild berries from Russia, Ukraine and some other non-EU countries are limited to 10 kg of fresh mushrooms and 2 kg of dried mushrooms or dried berries.
• Medicines for personal use: up to 1 year's supply from an EU or EEA country and up to 3 months' supply from other countries. Prescription medicines need a prescription; carry them in the original packaging. Narcotic medicines have stricter limits set by the Finnish Medicines Agency (Fimea). Veterinary medicines only with the pet, up to 1 month's supply.
• Endangered species of plants and animals and products made from them (CITES) need permits. Up to 125 g of properly labelled caviar may be brought in as personal luggage without a permit.
• Firearms, ammunition and other dangerous objects are restricted and need permits; contact Finnish Customs before traveling.
• Pets (dogs, cats, ferrets) need a microchip and a valid rabies vaccination given at 12 weeks of age or older (at least 21 days before travel). From a non-EU country they also need an EU health certificate issued by an official veterinarian (valid 10 days) and an owner's declaration; from an EU country, an EU pet passport. From countries not on the EU list, including Russia and Belarus, a rabies antibody test and a 3-month wait are required. Dogs must be treated against the Echinococcus tapeworm 1 to 5 days (24-120 hours) before arriving in Finland (not needed directly from Norway, Ireland or Malta). Pets from non-EU countries must enter through an approved point of entry such as Helsinki Airport and be shown to Customs in the red channel.
• Goods above the duty-free allowances, goods for commercial use and restricted goods must be declared to customs (red channel). If in doubt, choose the red channel.
