• Liquor for travelers aged 18 or older who have spent at least 48 hours outside Singapore and are not arriving from Malaysia, for personal use only. Choose one option: 1 L of spirits and 1 L of wine, or 1 L of spirits and 1 L of beer, or 1 L of wine and 1 L of beer, or 2 L of wine, or 2 L of beer. If you cleared immigration in Malaysia before arriving, you are treated as arriving from Malaysia and get no liquor concession.
• There is no duty-free allowance for cigarettes or other tobacco products. All tobacco must be declared and duty and GST paid, including cigarettes bought in Singapore with the SDPC mark. Travelers may bring in up to 400 g of tobacco products for personal use, and only in Singapore standardised packaging (plain drab brown pack with a graphic health warning and no logo or branding); other tobacco is disposed of at the checkpoint.
• GST import relief on new articles, souvenirs, gifts and food bought abroad for personal use: up to SGD 500 if you have spent 48 hours or more outside Singapore, or up to SGD 100 if less than 48 hours. GST is charged on the value above the relief. The relief does not cover liquor, tobacco or goods for commercial use, and does not apply to crew members or holders of Singapore work, student, dependant or long-term passes.
• Used personal belongings in reasonable quantities for personal use, with no value limit (for visitors, items owned before arriving that you will take out again when you leave).
• You can declare and pay duty and GST online with the Customs@SG web application up to 3 days before arrival and then use the Green Channel. Otherwise, declare goods above your allowances at the Red Channel; an incorrect declaration can be fined up to SGD 10,000.
Currency
• There is no limit on the amount of cash you may bring in.
• Cash and bearer negotiable instruments (such as traveller's cheques) worth more than SGD 20,000 (or the equivalent in foreign currency) must be reported on a Cash Movement Report (Form NP 727), submitted online via the ICA website or the MyICA app within 72 hours before arrival. Failure to report is punishable by a fine of up to SGD 50,000, up to 3 years in prison, or both, and the cash may be seized.
Prohibited
• Controlled drugs and psychotropic substances (drug trafficking can carry the death penalty)
• Chewing gum, except oral dental and medicated gum approved by the Health Sciences Authority
• Chewing tobacco, shisha tobacco, snuff (including gutkha, khaini and zarda) and imitation tobacco products, including e-cigarettes, vapes and their pods, liquids and components
• Firecrackers
• Cigarette lighters shaped like a pistol or revolver
• Endangered species of wildlife and products made from them, including rhinoceros horn
• Obscene articles, publications, videos and software
• Seditious and treasonable materials
• Pirated copies of copyright publications, videos, discs, records and cassettes
• Certain telecommunication equipment, such as scanning receivers, radio jammers and telephone voice changers
Restricted
• Guns, explosives, weapons, handcuffs, and toy or replica guns and explosives need a licence or approval from the Singapore Police Force before import.
• Medicines: you may bring up to 3 months' supply of medication prescribed to you or your immediate family, in the original labelled packaging, with a copy of the prescription or a doctor's letter. Medicines containing controlled substances need prior approval from the Health Sciences Authority (apply at least 2 weeks before arrival). Medicines containing prohibited substances such as cannabis, and medicines in chewing gum form, are not allowed.
• Food for private consumption is limited by type and origin (Singapore Food Agency rules): up to 5 kg of meat products, only from approved countries; up to 5 kg of fish and seafood; a small hand-carry quantity of fruits and vegetables; up to 30 chicken eggs from approved sources; and other processed food up to 5 kg or 5 L in total, worth no more than SGD 100.
• Dogs and cats need a Singapore dog or cat licence and an import licence from the Animal and Veterinary Service (AVS) before arrival, an ISO microchip, a minimum age of 12 weeks, core vaccinations and a veterinary health certificate endorsed by an official government veterinarian. Except for pets from Australia, New Zealand, Ireland and the UK, a rabies vaccination and a rabies antibody test are required, and quarantine may apply depending on the country of origin.
• Banned breeds: Pit Bull types (including American Staffordshire Terrier, Staffordshire Bull Terrier and American Bulldog), Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Neapolitan Mastiff, Tosa, Perro de Presa Canario and their crosses, and first- to fourth-generation Bengal or Savannah cat crosses.
• Other animals, birds, fish, plants and plant products, and endangered species (CITES specimens, including personal effects) need a permit from the National Parks Board/AVS.
• Telecommunication and radio communication equipment, and films, CDs, DVDs and video games, may need approval from the Infocomm Media Development Authority.
• A Customs permit is required for more than 10 L of liquor, more than 400 g of tobacco products, more than 0.5 kg of investment precious metals, or goods for trade or business on which GST exceeds SGD 300.
• Controlled goods must be declared at the Red Channel together with the permit or approval.
