Free import

• All arriving passengers must complete the Guam Customs Declaration Form (available electronically through the Guam Customs and Quarantine Agency website). One form per family is enough.
• You do not need to declare up to 1,000 cigarettes (5 cartons) or 12 packages of other tobacco products.
• You do not need to declare up to 1 US gallon (3.7 L) of alcoholic beverages per adult. The legal drinking age in Guam is 21.
• Guam residents returning from abroad must declare all goods acquired abroad, including gifts, whether new or used.

Currency

• There is no limit on the amount of money you may bring in. The local currency is the US dollar (USD).
• If you arrive from outside the United States with more than USD 10,000 (or the equivalent in foreign currency) in cash, travelers checks or other monetary instruments, you must declare it and file FinCEN Form 105 with a customs officer. The Guam declaration form asks all arriving travelers about amounts over USD 10,000. Failure to report can lead to seizure of the money and penalties.

Prohibited

• Controlled substances (importing them is a first-degree felony in Guam, punishable by up to 10 years in prison)
• Counterfeit and forged goods
• Obscene or seditious printed matter or pictures
• Adulterated, misbranded or harmful food, drugs, medicines and liquor
• Skunks, wolves, raccoons, ferrets and similar animals (generally not allowed)

Restricted

• The following must be declared and may be inspected or seized: fresh fruit, vegetables, plants, seeds, flowers and plant products; soil and biological specimens; meat, milk, eggs and other animal products; birds, snails and other live animals; articles made from wildlife.
• Firearms must be declared on arrival. To keep a firearm in Guam you need a Guam Firearms ID and must register the firearm with the Guam Police Department Records & ID Section (tel. +1 671 475 8500).
• Explosives, including consumer fireworks, must be declared.
• Commercial goods (goods for resale) must be declared with their value.
• All dogs, cats and other live animals, including service and emotional support animals, need an Entry Permit from the Guam Department of Agriculture before travel. Submit the documents at least 30 days before arrival. The fee is USD 60 per animal plus a USD 5 annual pet license.
• Guam is rabies-free. Dogs and cats need a microchip, current and previous rabies vaccination certificates, other core vaccinations, a rabies antibody (FAVN) test from a CDC-approved laboratory, and a health certificate issued within 10 days of travel. Most pets serve a 120-day quarantine: pets from the US can move to home quarantine after 5 days or less in a commercial facility, while pets from other non-exempt countries must stay in a commercial facility until the 120 days are completed. Pets from Australia, the British Isles, Hawaii, Japan and New Zealand may be exempt from quarantine if all requirements are met. Pets transiting Guam also need an Entry Permit.
• Articles not declared can be forfeited, and the traveler can be fined an amount equal to their value.
