EU Strategic Committee meets as Austria presses for stricter internal border controls
The EU’s Strategic Committee on Immigration, Frontiers and Asylum (SCIFA) convened in Brussels on 27 October 2025 with senior officials from all 27 member-states, including the Austrian Interior Ministry’s Director-General for Public Security, Franz Ruf. Austria used the forum to defend its continued checks on the Slovak, Czech, Hungarian and Slovenian borders, arguing that the Entry/Exit System rollout has not yet stabilised irregular migration flows.

In a position paper circulated ahead of the meeting, Vienna called for an amendment to the Schengen Borders Code that would allow rolling 18-month extensions of internal controls where neighbouring states “fail to ensure systematic external-border surveillance.” The proposal met resistance from the Netherlands and Portugal but gained tentative backing from Germany and Denmark.

SCIFA also discussed operational readiness for the new Pre-Screening Regulation, due to enter into force on 1 January 2026. Austria reported that its preliminary facilities at Vienna Airport and Spielfeld land border are on track but warned that additional EU funding is needed to hire 230 screening officers.

While no formal decisions were taken, the debate underscores the fault-lines between free-movement purists and security-focused member-states. Businesses relying on just-in-time supply chains through Central Europe should monitor the talks, as prolonged internal checks could mean continued random inspections and delays for road freight. The next SCIFA session is scheduled for 4 December, after which interior ministers will pick up the file at the Justice and Home Affairs Council.
