Indian outbound student numbers top 700,000 despite Western visa turbulence
New data compiled by multiple education agencies and foreign governments show that more than 700,000 Indian students are enrolled across Canada, the UK, Australia and Germany in 2025—more than double the figure a decade ago. The Indian Express, citing CBIE, UK Home Office, Australia’s Department of Education and DAAD statistics, reported on 2 November that Canada remains the biggest draw with 427,000 Indian learners, while Germany has overtaken China as its top non-EU source market.

The surge comes even as Canada tightens work-permit caps and the UK phases out dependent visas for taught-master’s students. Education consultants attribute resilience to currency-hedging, diversified scholarship options and aggressive university outreach in India’s Tier-2 cities.

For multinational companies, the trend means a deeper talent pool with overseas exposure but also fiercer competition for post-study work visas. Employers planning global-graduate programmes should note that Australia now offers up to four years of post-study work rights in priority STEM fields, while Germany fast-tracks Blue Card issuance for foreign graduates of German universities. HR teams might target internships early to lock in top returnees.

Indian authorities see the outbound boom as a call to accelerate international campus partnerships and the planned “India International Universities” framework, which could eventually repatriate a slice of the estimated US$28 billion annual outflow.
