Homeland Security officials have begun reassigning 12 of Immigration and Customs Enforcement’s 25 field-office directors, half of whom will be replaced by current or former Border Patrol agents, according to an Associated Press report published October 28. The move comes amid White House frustration that daily arrest goals—targeted at 3,000—are falling short, averaging roughly 1,178 in late September.

By inserting Border Patrol veterans into ICE command roles, the administration hopes to inject a more aggressive operational culture into urban enforcement. For global employers, the shake-up could mean sharper scrutiny of I-9 records and an uptick in work-site raids as new directors aim to impress Washington. Companies operating in large metropolitan areas such as Chicago, Los Angeles and Washington—cities specifically flagged for leadership changes—should audit their compliance files immediately.

Critics argue the overhaul blurs traditional agency roles and risks constitutional missteps, as Border Patrol agents are trained for interdictions at the frontier, not workplace investigations. Labor organizations within ICE have privately expressed concern that rapid turnover will disrupt ongoing human-trafficking and national-security cases that require continuity.

The personnel changes are the third major leadership shake-up at ICE during Trump’s second term, underscoring the administration’s priority to deport one million migrants in its first year. While DHS has not formally commented, officials insist the reassignments are part of a broader “one team” strategy to synchronize immigration enforcement across DHS components.
