A government background note released on 24 October traced Switzerland’s record of admitting war-wounded and other highly-vulnerable refugees under special programmes dating back to World War II. The State Secretariat for Migration reminded the public that more than 5 000 persons have entered since 2013 through UNHCR resettlement quotas, in addition to ad-hoc actions for victims of Syria, Afghanistan and the Balkans.
