Italy warns citizens in Peru after state of emergency declared in Lima and Callao
The Italian Embassy in Lima issued an urgent security advisory on 22 October 2025 after the Peruvian government declared a 30-day state of emergency for the metropolitan areas of Lima and Callao. The decree follows a sharp spike in violent crime attributed to organised gangs and gives the armed forces authority to support local police, restrict gatherings and impose night-time identity checks.

In its notice, the Embassy urged roughly 15,000 Italian nationals living in the two provinces—and several hundred short-term business travellers—to limit non-essential movements, carry identification at all times and register their itineraries on the ‘Dove Si Sei’ portal. Italian companies with operations in Peru’s mining, fashion and infrastructure sectors were advised to review security protocols and consider temporary tele-work arrangements for expatriate staff.

Travel insurers report a surge in enquiries about policy coverage for curfews and evacuation. Major travel-risk firms such as Europ Assistance are coordinating with corporate clients in Milan and Turin to map safe transit corridors between Jorge Chávez airport and hotel zones in Miraflores.

The advisory remains in effect until at least 21 November 2025, when Peruvian authorities are due to reassess the security situation. The Embassy said it will update guidance if the emergency is extended.
