APEC meeting: Hong Kong pitches AI strategy and talent visa as regional drawcard
Speaking at the APEC Finance Ministers’ joint session in Incheon, Financial Secretary Paul Chan said Hong Kong has invested HK $200 billion in innovation and aims to make artificial intelligence a core industry. Central to the plan is an expanded Global Talent Attraction Scheme that fast-tracks visas for AI researchers, data scientists and tech entrepreneurs.

Chan told peers that Hong Kong’s new AI Supercomputing Centre and R&D Institute offer “plug-and-play” research capacity for foreign firms, while forthcoming digital-trade legislation will facilitate cross-border data flows within the region.

For multinationals, the remarks signal continued political backing for generous employment-based visas and significant public funding for tech infrastructure – factors that can accelerate project mobility to the Greater Bay Area.

APEC delegates welcomed Hong Kong’s commitment to harmonising AI governance standards, which could ease compliance for companies operating in multiple jurisdictions.
