At its 22 October session, the EU Political and Security Committee (PSC) assessed the state of Operation IRINI, the naval mission enforcing the UN arms embargo on Libya. Cyprus’s representative underlined that while interdictions are essential for regional stability, boarding protocols must avoid unnecessary delays for legitimate commercial vessels calling at Limassol and Larnaca—critical trans-shipment points for Eastern Mediterranean supply chains.

Briefing papers noted a 17 % increase in commercial-shipping inspections in Q3 2025, leading freight forwarders to complain of cascading schedule disruptions. The Cypriot delegation proposed a fast-lane clearance system for ships on trusted-trader lists and offered to host additional IRINI logistics support at the Mari naval base to speed up processing.

For global-mobility and trade-compliance managers, more predictable vessel turnaround times translate into steadier flows of spare parts, pharmaceuticals and project cargo needed for expatriate operations on the island. The PSC asked the EEAS and FRONTEX to submit options before its December meeting.

Analysts say Cyprus’s constructive feedback illustrates how frontline states can balance security and mobility—an approach likely to shape future EU maritime missions, including planned patrols in the Eastern Aegean.
