Viterbo Prefecture Launches Online Pre-Application Portal for 2026 Flussi Requests
On 27 October the Prefecture of Viterbo issued an operational circular confirming that Italy’s one-stop immigration portal (ALI) is now live for pre-compiling Flussi Decree applications. From 09:00 on 23 October until 20:00 on 7 December 2025, employers can enter candidate data, upload contracts and supporting documents and obtain a queue number that will be activated on the official click-days in January and February.

Access requires the employer’s SPID digital identity—or the new electronic ID card (CIE)—and uses the same PEC-certified e-mail system introduced for other immigration filings this year. The Prefecture recommends advance uploads of labour-market-test proof, accommodation declarations and sector-specific attachments to accelerate adjudication once quotas open. Applications submitted without the required digital signature will be automatically rejected by the system.

The circular also details the time slots for each model: C-Stag (agricultural) on 9 February, C-Stag (tourism) on 9 February, B-2020 (non-seasonal hires) on 16 February and A-bis (domestic/caregivers) on 18 February 2026. Submissions will remain possible until 31 December 2026 subject to residual quota availability; files that “fall out of quota” will display a system flag so employers can monitor space reallocation.

For HR managers, the message is clear: early pre-compilation is now a competitive necessity. The 2025 cycle saw quotas exhausted within minutes; uploading documents weeks in advance significantly improves the odds of securing one of the new permits authorised by the 2026-2028 decree.
