Transport Department Warns of 29 October Congestion, Boosts Cross-Boundary Services for Chung Yeung Holiday
With the Chung Yeung Festival falling on Wednesday 29 October, Hong Kong’s Transport Department (TD) has issued an unusual peak-period advisory, telling residents, private-car permit holders and inbound Mainland visitors to “plan ahead and travel off-peak” if crossing land borders at Lok Ma Chau, Shenzhen Bay or the Hong Kong-Zhuhai-Macao Bridge (HZMB).

To absorb the surge, shuttle-bus frequencies will double: the Gold Bus over the HZMB may run every minute at peak, while the Yellow Bus linking Lok Ma Chau with Huanggang will be cut to a two-minute headway. Extra quotas have been released for cross-boundary coaches, and MTR will add trains on the East Rail Line between Admiralty and Lo Wu/Lok Ma Chau. Variable-message signs, the Easy Boundary border-wait dashboard and TD’s HKeMobility app will carry real-time updates.

The Festival is traditionally a peak for same-day leisure trips and cemetery visits. Mainland group arrivals are also rebounding on the back of visa-scheme relaxations, meaning tour buses and private cars are expected to queue for immigration inspection. TD said motorists should watch for last-minute traffic diversions at control-point plazas and comply with emergency-lane rules on the HZMB main bridge, enforced by Zhuhai authorities.

For corporates scheduling cross-border meetings, shipping samples or moving technicians between plants in Shenzhen and Hong Kong, the notice is a timely reminder to build in buffer time or reroute via the High-Speed Rail. Employers with large expatriate populations are advising staff to pre-book coach tickets and monitor the Easy Boundary colour-coded dashboard, which now updates every 15 minutes across nine control points.

The advisory underscores how holiday peaks continue to strain the Greater Bay Area’s land ports even after capacity upgrades. TD said it will review passenger flows afterward to fine-tune staffing and public-transport provisioning for the Christmas and Lunar New Year peaks.
