EU-Egypt Summit in Brussels Earmarks €200 Million for Migration Control Projects
Holding its first-ever summit in Brussels on 22 October 2025, the European Union and Egypt unveiled a €4 billion macro-financial assistance package, of which €200 million is ring-fenced for ‘migration management’. European Commission President Ursula von der Leyen and Egyptian President Abdel Fattah al-Sisi hailed the deal as a new ‘strategic partnership’ aimed at stemming irregular crossings from North Africa to Europe.

Belgium, as host of the summit and forthcoming 2026 Council Presidency, took the opportunity to showcase its draft Action Plan on External Migration Partnerships. Foreign Minister Hadja Lahbib said the plan would channel part of the €200 million into joint border-surveillance training at Belgium’s Cédra academy in Jabbeke and into legal-migration pilot schemes for seasonal workers in Flemish agriculture.

The aid complements €1 billion already disbursed in December 2024. Brussels officials stressed that funds will be conditional on Egypt’s compliance with human-rights monitoring and on accelerated acceptance of returns of Egyptians denied asylum in the EU. Civil-society groups, including Brussels-based EuroMed Rights, warned that externalising migration control risks exposing migrants to abuse in Egypt’s desert border zones.

For multinationals, the deal could stabilise supply chains that rely on the Suez maritime corridor, as part of the financing is earmarked for port-security upgrades at Damietta and Port Said. It may also expand legal channels for Egyptian engineers and technicians sought by Belgian construction firms facing skill shortages.

The summit underscores Belgium’s pivot toward ‘partnership conditionality’, tying market access and development funds to cooperation on migration. If replicated with Tunisia or Morocco, the model could reshape talent-mobility planning for companies operating across the EU’s southern neighbourhood.
