Fujian Secures Its First Fifth-Freedom Route: Phnom Penh-Fuzhou-Tokyo Service Debuts
Fuzhou Changle International Airport entered the global aviation big-league on 26 October when an Airbus A321 arriving from Phnom Penh taxied through a ceremonial water salute. The flight continued onward to Tokyo, inaugurating Fujian province’s first ever Fifth-Freedom service—the right for an airline from Country A to carry traffic between Country B and Country C on a through itinerary. Cambodian flag-carrier Cambodia Angkor Air will operate the Phnom Penh-Fuzhou-Tokyo rotation three times a week, leveraging traffic rights negotiated earlier this year between China, Cambodia and Japan.

For Fujian—home to one of China’s largest diasporas—the route is strategically significant. It places Fuzhou on the long-haul transfer map, giving the airport a one-stop connection to Japan’s capital and opening Southeast Asian itineraries to Japanese tourists without backtracking through Beijing, Shanghai or Guangzhou. Airport authorities estimate the service could add 120,000 international seats annually and generate RMB 280 million (US$38 million) in visitor spending.

Cambodia Angkor Air gains a cost-effective bridge into the high-yield Japan market at a time when bilateral slots are scarce. Japanese business travellers, meanwhile, can now reach the fast-growing Fujian Free-Trade Zone in under four hours. Local exporters of electronics and seafood anticipate shorter lead times to Tokyo’s wholesale markets thanks to the aircraft’s belly-hold capacity.

The move underscores Beijing’s incremental liberalisation of traffic rights. While Fifth-Freedom approvals remain rare, regulators see them as a tool to bolster regional hubs and stimulate inbound tourism to second-tier cities. If the Fuzhou experiment succeeds, analysts expect similar approvals for Kunming, Chengdu and Xi’an, all vying to become gateway airports on China’s far-reaching Belt and Road corridors.

Travel managers should flag the new option for staff shuttling between Japan and Cambodia or between Japan and coastal China. Early-bird fares under US$300 round-trip are available during the launch phase, but capacity is limited, and the three-times-weekly schedule requires careful connection planning.
