Amendment n°000081, also lodged on 23 October during the Budget marathon, aims to reinstate €120 million deleted from the 2026 allocation for Hébergement d’Urgence pour Demandeurs d’Asile (HUDA). The cut would have reduced capacity by 7,000 beds nationwide, including almost 900 in the Île-de-France region where many corporate expatriates’ dependants await status decisions.

Sponsors argue that squeezing emergency housing risks street homelessness, delays integration and ultimately increases municipal costs. Business-travel managers worry that a surge in rough-sleeping near Paris transport hubs could heighten security concerns and tarnish France’s reputation for incoming assignees.

The Interior Ministry counters that the shortfall can be managed by faster processing of asylum claims—targeted to fall below six months—and by incentivising claimants to move to under-populated regions.

A vote on the amendment will indicate whether the government’s tougher immigration stance extends to humanitarian spending, a signal closely watched by NGOs and relocation firms alike.
