New data published on October 29 show that more than 22,500 Hong Kong residents received Canadian permanent residency, work permits or study permits in 2021—an increase of 256 percent over 2019 and the highest inflow since the immediate post-handover period in 1998.

The surge follows Ottawa’s creation of the Hong Kong open work permit in 2021 and expedited pathways to permanent residence for young professionals and recent graduates. Analysts attribute continued momentum in 2025 to persistent concerns over the National Security Law and limited political freedoms. Although 2021 data are the latest fully audited figures, preliminary IRCC numbers suggest 2024 and 2025 admissions will stay above 20,000 annually.

For Canadian employers, Hong Kong talent offers strong English proficiency and international business experience, particularly in finance, technology and creative industries. Cities such as Vancouver and Toronto have launched targeted settlement programs, while mid-sized centres like Calgary are courting newcomers through provincial nominee streams.

However, housing affordability remains a challenge. In Metro Vancouver, benchmark townhouse prices rose 6 percent year-on-year in Q3 2025, partly fuelled by newcomer demand. Policy watchers expect the upcoming Immigration Levels Plan to preserve dedicated Hong Kong streams but potentially impose stricter proof-of-funds thresholds.
